Randal Woodard is a past CEO and Chairman of the Board of Elliott Oil Company in Ottumwa, Iowa, and was also the President of Elliott Transport, Inc., and Elliott Bulk Services. Woodard has a B.S. in Business Administration from Truman State University. He is former Chairman of the Board and was a member of the Board of Directors of FUELIowa (formerly PMCI) and of RIN Alliance. He is a former chairman of PMCI Health Trust and served as a Trustee from 2002 to 2014. He has served on the Ottumwa Regional Health Center Board of Directors, on the Indian Hills Community College Business Advisory Council. and is a former member of the Wells Fargo Bank-Ottumwa Board of Directors. He has over 30 years of experience in the petroleum marketing industry. Mr. Woodard has served on the Board since 2012. He serves on the Corporate Governance and Executive committees. His term expires in 2026.
